Which site can i go and download free website templates for C# or Css?

Uhm... With respect to the web templates (HTML + CSS), a search by Google will give you favorable results.

What confuses me is that you will ask for the C# templates. I am inclined to think that you are using ASP.NET and you want a template that you can use. If that is the case I think you should check this: https://aspnetboilerplate.com/
