hi.i want create a php file on Web host or server that connect to telegram and download a file without file size limit.can anyone?

I'm pretty sure the data/size-limit is on Telegram's end. Some (most) websites/apps implement a limit when it comes to how much you can download at one time. Discord, for example, limits you to (I think) 8 MB or so, unless you upgrade to Discord Nitro. Then you'd be able to download larger files.
