What are the most well paid programming languages in America or Europe?

Can't say for Europe, but for Germany:
Full stack senior developers earn the most money (about 72k € is realistic). So the best is to learn every language you can find and all about programming concepts.

I think he'll be safe with Java, web dev, and knowing his way around a Unixy shell to get around. My cousin's "partner" knows webdev & Java and he just took a 3 month leave (unpaid) to tour Africa. They live in the UK which is still technically Europe, Brexit notwithstanding.
The reason he can do this is he's an asset to the company.
The reason he can afford this is because he does a good job (and saved for it, duh). That's the key. Do a good job, get promoted, etc. You're not gonna be successful in any programming field until you have a full enough knowledge and decent enough experience to be an asset to your company. The rest is elbow grease and creative thinking.

Yeah this is true but is there any language that it's developers will earn more money than any other language developer of the same productivity?

I would just like to add one thing. The language is not that important - you will be paid more writing code in PHP at Facebook than writing code in Java for a startup. Big companies and multi national corporations pay more.
Here in UK, I saw a senior Java developer job a few months ago for over £140k / year, so it depends. On the other hand, some companies look for junior developers with senior experience, for the salary of an intern.
