When it comes to eating
A fork is a weapon of choice over a spoon
A fork is also a cutlery if choice in selecting for food as well as eating out. (when eating outside)
A knife is preferred in eating only in prisons and when cutting items.

Both languages have clear differences. But there is no reason to prefer one over the other.
Except when judging criterias such as
Easier syntax
Lower memory footprint/size of program
Power.... And so on
As for effective, depends on the task still.

To my knowledge, python outperforms ruby in almost every aspect except web development.
