How to make apps from html css and js without using android studio and visual studio...?

Can i make an app like i can make websites easily from html css and js... can i create it.. i have tried android atudio and visual studio both but i'm unable to make an app from html js and css in it.... so is there a way i can make an app easily as i can make a website.... plz help me out... thnx in regards....
