If he has started off with JS, I doubt stopping midway and picking up HTML would be any more beneficial. While it is advisable to start according to the recommendations, it isn't necessary. He will find his own way.

if you have started JavaScript first then you should stop and start from
html
CSS
then
JavaScript
in this way because you can easily understand the concept of coding and how they are related
