The current question is: "What is best for app desining(sic)" The word "designing" is ambiguous, or has different meanings depending on the context of the question. If the context is graphic design involving screen layout, colors, typography, icons, etc, I highly recommend SketchApp (for Mac), Adobe Photoshop and / or Illustrator, GIMP, or even Pixlr.com. If prototyping is needed, I highly recommend using InvisionApp with Sketch, or perhaps Axure. These are online services. On the otherhand, if the context is software design, as in architecture, then, as Martin Taylor stated, UML is the standard for modeling behavior, interaction, and structure diagrams. I believe there are a dozen or so you can use to model your application. Other types of software designs to consider that might not be covered by UML are ERDs (entity relationship diagrams), network diagrams, sitemap diagrams, user stories, mindmaps, conceptual / logical / physical databases diagrams, etc. There are quite a few tools you can use for these. But to keep the list simple, Draw.io, Visio, and Lucid Charts are just a few to consider for modeling diagrams.

Well, for iOS you can use Swift. There is a tutorial for that here, and you can also find tutorials for that on the apple.developers.com page! Happy coding :)
