Creating user defined library?

Question

Guys I just heard abt animations of smoke that were used in *STAR WARS THE LAST JEDI* involved the creation of huge library that simulated behaviour of smoke particles this was done in Munich university then my question demands your suggestion of how can I make my own library especially in python
that I Will use in my program
