How i access Google play suspended account?

My Google play account was suspended / terminated,
reason:
(multiple vialtion polices)
I created web application...
load URL in app without permission:

That's what it means by getting suspended. There are no means to access the account unless you are pardoned.

You need to prove that you have the required permission to provide a webview of that website. Unless you do that, your account won't be reinstated.

Did you make backup? Contact them again. You may have to go through a legal process if they dont budge. Terminated for URL in app? What app was it and did they think the url was a privacy or copyright issue?
