Should I buy a Mac to program videogames and applications?

I been searching for buying a Mac, because I have a not powerful enough computer, (6GB RAM, Processor AMD E-450, 1.65 GHZ) And I think that it would he a great idea to buy a Mac, (I would use it for 3D modeling, composing, designing in Photoshop, coding, and using software like Visual studio, unreal engine 4 and unity 3D).
But I have two questions. If I develop apps and games, it can be also for Windows? Like I don't know if Visual studio allows you to create Windows apps in Mac, and also with the games.
PS: I know C# and a little of Swift
