comparing c and html is like comparing apples and oranges...

html is not a programming language (for example, it does not have control structures).
this is a mark_up language, used to give meta-info about some text (eg, whether it is a header or paragraph, or display properties) so that an interpreter can decide how to display it)

C is a programming language , with it you can read and write html, or even develop a browser!

C is ok to learn, but quite hard to master.
Html is even easier to learn but you can't do much without learning other things like CSS and JavaScript and the sum of learning it all is a bit hard too.

Html is a markup language.
Html and C are really not used for the same things, try to chose what you want not what's the easiest.
