Which platform ia better for c & c++ programmers?

I think Linux is good
1.linux comes with default gcc and g++ compiler
2. with Linux you can learn how to compile a program using terminal

wheres in Windows

you have to install a compiler
mostly mingw compiler
and set environment variables to run your program using command prompt
or you can simply use Ides like codeblocks clion etc

if you are going to develop large applications using c++ Microsoft visually studio is best choice

if you're beginner use linux

if you are begginer in programming probably go with C , if you are familiar with programming then Go with C++

Linux and windows, if you are having troubles in compilation of programs in console in Linux then you may use Windows where you need to install turbo c++, codeblocks.
