If there weren't any programming languages, then the programs you write would be in assembly code. The type of assembly code you would write in depends on your computer, but the most famous is x86 assembly. The problem is that assembly code is extremely counter-intuitive and hard to write, and though it's very powerful, you could really shoot yourself in the foot with it if you're not careful.

Assembly is also a programming language. The right argument would be that we won't be able to operate computer at all. This is because programming language is just a language to give instructions to a computer.
