machine learning vs static programming

what is difference between static programming and machine learning programming? give me any real life example.

Hello, Ajay Sahare ! Between them there is not much difference, and that there is basically a cultural one. The learning machines came from the roots of computer science, while statistics were more mathematical. thanks Alexander Sokolov basically I want to know why we are using dynamic (python,r, ruby) instead of static language like c c++ etc for ML. what is main reason using dynamic language for ML. and what is role of static language in ML
