Ah, I almost went cryptographic hash until I noticed the Java tag. From the link:
"This property is important to the performance of hash tables and other data structures that STORE OBJECTS IN GROUPS ("buckets") based on their computed hash values." (capitalization mine)
If you've ever worked with MongoDB, you'll know that data is stored in 'shards' (separate files that behave like the inserted data is clustered based on a hash). It reminds me of: "don't try to sort right now; just find a safe place to save this, immediately. I also want you to find it again quickly...but no sorting."
Then...imagine needing to save state for numerous constructed objects...or only retrieving a slice of a very large set of stored objects for processing (antivirus signatures come to mind, though that's just a guess). Then note that clustering means the objects are 'close together' in some way, reducing I/O.
As for how it stores (generates?) values, I think you get to set that.
