Should we now a days in 2018 still learn html and css or move directly ro Wordpress ?

I would ask the opposite: Why would you use WordPress once you've learned HTML and CSS? My own answer would be it depends on what your client wants. If the client doesn't know HTML and CSS and would prefer for you to set up a content management system they can maintain on their own (without hiring another dev) then by all means. They get what they get. If the client has a design and wants things a specific way and might even be technical (they just want someone to get most of the grunt work done), then HTML and CSS are more appropriate choices.

If you want to work deeply with Wordpress you'll need to at least know; HTML, CSS, JavaScript, and PHP.
