Why is the tag href=" " empty
<a href=" "></a>

When the href is empty it takes you nowhere ...
the href attribute determines what you want to display, after hyperlinking with the <a> ... e.g
<a href = "https://www.sololearn.com/html /> Sololearn </a>
This example takes you to Soolearn web, and html page in it..

It is empty because you haven't referenced (hyperlinked) it yet
