I want to program a screen to display an image connected to my phone or something. What languages would I need to learn to?
I want to program the screen to display an image that I picked off of my phone. What languages should I learn and how much of them should I learn?

1. If you have hardware picked out for the screen (e.g. a necklace), chances are there is firmware for the screen so you don't even need to know how to program. You can read the manual that comes with the hardware to figure out how to upload pictures to it so they display on the screen.
2. If you want to mess with the firmware (so that it does something different than what it was originally programmed to do), you should look up what language the firmware uses and learn that language (since you're not experienced enough to pick the language that you think would be best for that purpose).
3. If you don't have hardware for your project yet, then you should work on picking out the hardware.
4. If you want to make your own hardware, then you should prioritize learning those skills first, before programming (e.g. soldering).
Beginners often get an idea of a problem to solve and make some interesting (left-field) assumptions about what they need to do first. This issue isn't directly related to programming.

I want to program a small rectangular screen to show images that I have uploade off of my phone. I don't have the screen yet because I was going to wait until I knew how to code it.

So you plug your phone into a monitor? Or... into a PC? And the files stay on your phone but the monitor shows them?

The hardware for you digital photo frame should have firmware on it already, so I would start with the hardware specs.
