it depends on what you want to hack. if you want to hack something like a game on windows c++ is best

There are many ways to hack a system. I recommend the ethical hacking course on pluralsight. But for everyone's sake, please don't try to be another @$hole that attempts to perform DOS attacks just for the sake of proving to yourself that you can. Set up a lab for yourself with virtual machines.
