How do I learn a library?

I am trying to learn the python-telegram-bot library but I don't know how I looked at the documentation but I don't get it?

By using it?
If the documentation is not clear there's not much to be done; see if there are any external resources covering it. check the source code of that library and projects made using it; or use a different one -- it can't be the only one, right?

It's difficult to learn a poorly documented library (though I cannot vouch for its documentation status). Watch a tutorial video, to get a summary. Or read an article about it on a different website.
