If i learn only html, css and some jQuery language, Am i able to create a well website/webpage?

Maybe 70% yes because JavaScript is missing to add interactive to your webpage

I'm not sure what your definition of a well website/webpage is, but knowing HTML+CSS can get you pretty far in the page aesthetics aspect of web development.
It can be tempting to skip over JavaScript in favor of the jQuery library (and for good reasons), but I would encourage you to understand both (and ECMAScript) so you're capable of getting under the hood and changing the spark plugs, per se.

But You can do it with just Html and CSS But your website won't have alot of logic in it,
