Vectors and Functions

I wrote the following code:

However, I’m having an error. Obviously vectors (2,3) and (-3,2) are perpendicular, but my code keeps returning not perpendicular. I am not sure why. Any help is appreciated.

The function has to be void, sorry, i forgot to mention that.
