Which one is better to choose Bootstrap or Materialize?

I want to create a responsive website so please guide me choosing best framework nowadays. If there is another good framework plz name them.

Ist of all you can create a responsive website without using a font end framework.
It's not necessary to learn bootstrap and any other framework, to create a responsive website.
