Using the SL app version: Menu (3 dots) -> Lesson Factory.
Here you have to insert title of your assignement, choose the language of your assignement and set lesson type (in your case assignment). Next -> Insert text of your assignement -> Save as draft.
At this point, your assignement would be approved before to be inserted in SL Coding Challenges section

If you talking about quiz question then
Home screen -> top right 3 vertical dots -> quiz factory -> suggest an quiz
Challenges-> after completion click on challenge-> scroll down-> submit quiz in quiz factory
For lessons
Home screen -> top right 3 vertical dots -> lesson factory -> suggest an lesson as assignment
