CSS is Cascading Style Sheet
C is just C
C++ is an improved version of C
Many programming languages "inherit" from C, some programming languages first turns their own code to C and then tells C to run it.

Because CSS seem to be an Object Oriented language,
And C++ is an Object Oriented Programming language, I would say that they have the little relationship.
