Just go to your file manager specifically the storage medium; either internal or external, select the targeted html file and simply click on your preferred browser.

In android there are many applications in the playstore to have a test server in your cell phone. Even with php and mysql that you already decide whether to use it or not.
Here you have one: https://play.google.com/store/apps/details?id=com.nokshaserv

I make use of "dcoder" app for coding on my phone. When I save it, I simply go to my file manager. From there I can view the file using any browser on my phone

Gbadamosi Kareem Adedeji You can read what you have written to it in terms of code but preview it as website without a webserver (at least a local one) I don't think it is possible. Although you could use some online parsers, I wouldn't rely on them. You can install Apache2 on your computer.

They can have JavaScript, which is actually a scripting language, and CSS. Whatever it is, it has to be client-side.

Install an http web server on your pc, then connect to it using any medium. On the devices without the server, use the server's ipaddress as a domain name and you can search and view test websites
Good practice for responsive web design
