Bootstrap before CSS?

Hello guys. I am a beginner here and i just completed the html fundamentals and bootstrap was recommended. Do I need to do CSS first before i can understand bootstrap?

Better learn HTML and CSS and JavaScript first, they are the foundation, that need to learn well. If you really good at CSS, you don't really need Bootstrap which is built by mainly CSS and JavaScript codes.
