C++ Graphics in Windows XP?

Question

Is it possible to work with graphics, drawing shapes etc in C++ with Windows XP? I want to make games like snake, flappy, etc bird just to get started in game development. Btw I am begginer and I don't even go to high school yet. Thanks!

It should be possible.
If you have something that can execute C++ programs, (Not playgrounds like the one in SoloLearn), you should be able to draw graphics with a package.

Yes I Can execute cpp code but I tried in lot of different ways but it don't display the graphics
