How does one do a segment on Swift 5?

After following the Swift evolution site, they appear to be finalizing Swift 5 for release probably in May or June. I am thinking about writing about the substantive changes from Swift 4.2 or even Swift 3 One major advantage of Swift 5 will be stability of code with future versions of Swift. How does one write and submit lessons with references to code playgrounds as examples? Secondly, I note some members can insert references to other member’s name in their posts, which are recognized by the system, generating a notification. How does one do that, specifically on the iOS app? Does one have to do that on the website interface?
