If you challenge a person in Level 10 or higher does it give difficult questions?

It depends not on the player's level but their XP in the language you are challenging them on. If you and the opponent have high xp in the language you tend to get harder questions. If you have low xp and your opponent has high xp you get questions of intermediate difficulty and if you both have low xp, you get easy questions. This is just my observation. I don't think SL publishes the algorithm for question selection in quizzes.

Sometimes I got the impression that when I played with veterans, the riddles were most easy.

Why would that be?

In my observation, when you challenge someone lower in level than you, you probably get tougher questions than when you challenge someone higher than you in level.
