Why learners can't create HTML, CSS quizes?

CSS quizzes just don’t exist yet, probably because the time limit would have to be longer because there would have to be HTML with it as well.
For HTML, there are so many HTML quizzes already out there so SoloLearn removed the option to submit them.

There are some css related questions in the html quizzes, but yes there are a lot of html questions on Sololearn already. They probably realized that new questions coming in taught no new concepts.
