How can I do these animations?

I see some softwares and apps with animations of sliding or when you press something or animations when you open the app. How can I do these things in C++? Or maybe java or what language you advice me to do these animated interfaces like softwares from Microsoft you know what I mean?
I’m a starter at programming so take it easy guys

I think the most practical approach would be to learn and use a GUI library (java or C++)
