and not just programming. even google docs templates are in Latin!

It's called 'Lorem Ipsum' and is just a dummy text, or a filler text. It's a tradition from printing and typesetting industry. Designers use it to concentrate on the dedign and layout, and also for the user or customer not to be distracted by content.
