Ruby is not a framework, it's a programming ( scripting ) language...
Ruby on Rails, is a web frameworf used for / based on Ruby...

CodeIgniter is a Php framework, as Rails is a Ruby one...

You can try to compare CodeIgniter and Rails features, in a hand, and Ruby and Php on the other: in addition to being mostly a taste question, you cannot really succeed to compare Ruby and CodeIgniter ^^
