What's the good practice to develop a Web page (html or vb. Net)...?

For front end you will probably need some html and css skills, java and php won't hurt then how you do your backend you can use almost any language that you want, i personally dislike vb.net but that's up to you. If you want to make it secure you will have to learn about pentesting and how to secure your website in general, i recommend using asp.net as a backend.

Using asp.net mvc you will be able to both write your design and implement backend logic at the same time.
