How does minimax algorithm works at beginning??

Question

Note:- Talking about tic-tac-toe game..

So I learned about minimax algorithm on google...I know how it works and how the best move is calculated to increase possibility for winning..But my question is how does it works at the start of game. Till now in all the tutorials, theories and videos on youtube, everyone shows a situation where there are two or three possibilities to make a move..But how does it works at the start of game when there are 9 possbilities or 9 blank spaces?? How this algorithm will make choice when the game has just begun??
