About php questions in challenges

Why are questions repeated so often and sometimes after 1 challenge?

they appear randomly. also i've seen that some question appear more often for an amount of time, then others take their place and so on. there is not an infinite number of questions, from the amount that you have by randomising it there's a chance that they appear in consecutive challenges
