What are semantic html elements?

A semantic element clearly defines its meaning both to the developer and the browser. For example, the <dd> tag does not tell much about its content. ... They are the HTML5 semantic tags.”

If you had never used html before you wouldnt know what <ul> did. That is a semantic tag. A non-semantic tag would be something like <title>
