I believe this expression has nothing to do with actual program scripting or scripting languages.
Some sayings are metaphorical you know. They can be not precise.

A game usually has a lot of scenarios for the gameplay to happen. These scenarios are called "scripts". There mission scripts, NPC behaviour scripts and so on. Without them there would be nothing to do in the game, no way to play win or loose.

When developers talk like that, they PROBABLY mean, something is really wrong with user experience.
