You said that you have decided on an Elec Eng course. To me it sounds like either you have not yet started it or are still in the early days of it. So, is it too late to change the course to what you want?

How about this: Spend half a year learning how to code, using Sololearn, the web, books, videos, practice coding, work hard to improve... You already did HTML, so progressing with JS and CSS seems natural. After half a year you will have a much better feeling if this is something for you or not and can decide if it's worth losing a year and switching courses or not. EDIT: Once again I am seriously wondering what's to downvote about this.

Consider the Internet of Things (IOT). Consider future of robotics. It seems to me an electrical engineer would want to know something about coding. take them both https://www.quora.com/Do-electrical-engineers-code _____ https://www.freelancinggig.com/blog/2017/08/09/best-programming-languages-electrical-engineers/
