School assignment

So my phyton lecturer gave us an assignment to write a program that controls a traffic light for a four directional junction
I don't know where to begin

First I would go to a crossroad with a traffic light and see how it works.

I am not sure what does the four way traffic light look like. It should be a cross and the hardest thing is to understand the road system instead of to code.
