Questions relating forms and webdev

Question

I’m starting to get a fairly good idea of the core fundamentals of css and have decided to revamp a website for my mums business, however I have a few questions
1. Are there any best practices in regards to being Picked up on Serch engines?
2. I’m looking to put in a form to allow visitors to send emails what’s a good way of going about it? and should I start to learn php if that’s required?

Google has some for its search engine. For example if your site is not mobile compatible or lets say responsive, it will show it after the compatible ones. You should check them. Especially google's cause they are the most used search engine.
