Coding questions that need answers

Hello, I am brand new here, and quite new to coding in general. One thing I do in my free time is making costumes and things, and my recent project idea has hit a road bump. See my latest project is a creature called a Protogen, but I have no idea how to do the head. Protogens show expressions on their screen like faces using LED lights, and I've seen a number of suitors try it out. I dont want to spend money for someone else to do it for me if it's something I can learn myself. So I came here to learn what I can to hopefully be able to do what I need. The problem is I have no idea where to begin. Most suitors use a Arduino Uno which I think is by Adafruit. But I do not know what programs they used to do this. If anyone can help me, thatd be greatly appreciated.

I am going to assume this is for a fursuit or something similar, Ill just focus on the technical aspects I think the LED-wiring part would be simple. Both Arduino and Raspberry Pi would work (though the latter is more expensive with lots of redundant computing power) The problem would be controlling the facial expressions. For a facial recognition system, I think the Raspberry Pi is the only viable option. The inside will have to be lit though so the face can register The other option is to have the user control which facial expressions are shown (defaulting to a happy/neutral expression) using buttons on the hands/paws or sides (discreetly covered)🤷‍♂️ Good luck on the design👍🏼
