Only Codename One can work on Windows, Linux (and obviously Mac). Gluon can't. That's because Codename One uses cloud build. Also from a cursory examination of the communities Codename One seems to be bigger by at at least an order of magnitude and far more portable (e.g. Windows UWP etc.)
This is what I got from their support when I asked how Codename One worked, I read the stackoverflow article which was a bit over my head but very illuminating:
To understand the basics of Codename One check out the 3 minute videos in the download section https://www.codenameone.com/download.html
To understand how Codename One works, its history etc. check our developer guide here which gives a birds eye view in the first chapter: https://www.codenameone.com/manual/ you can also check out this stackoverflow answer: http://stackoverflow.com/questions/10639766/how-codename-one-works/10646336

I use the gluon plugin for eclipse on my mac and windows, it works really well.
Its very easy to develop an ios application with java. The App has not the same performance as a nativ App but its still good.
