How can i make my website interface looks similar in every device and every search engine??

Question

In a website, I have added some JavaScript code.. it is looking fine in google chrome but in internet explorer it is overriding/poping up on the content {which is in html}

and after clicking on close button in explorer.. only partial html content is visible... Why ??? Everything else is not visible...can someone pls tell me what is wrong with this js ??
