It's not true that only followers can see your code. As long as you post them public, everybody can see them - in theory.
A large base of followers just makes it likelier that someone *notices* you posting a code.
So basically, you need to be an active user here in general:
Interact with people, help others in q&a, do challenges with others and so on. Over time you'll become more visible.
It can't hurt to write good code, of course, but it is not the only or even most likely reason for getting a lot of views and upvotes in an app that centers this much around upvotes.
There are also a few dedicated threads in q&a where you can advertise your code. (It also will work better with a follower base.)
You can post a link in your personal feed - preferably with a pretty picture as a background.

Now we're reaching the sleazy parts. I only mention them, because they are done - it's NOT a recommendation.
You can butter up and pester people in private chat to follow/upvote you.
You can blindly upvote stuff and follow people you give a heck about, hoping they'll follow/upvote you back.
You can post trivial but popular nonsense all day and every day in your feed, like motivational quotes, funnies, cat content whatever.
You can generally behave like you're such an adorable, popular, funny whatever person, act like a celeb, again hoping that people follow and upvote you.
If you do all this - the honest and the dishonest stuff - you'll probably become a lot more visible. Your code will be seen and probably upvoted by more people.
But think about it: Does it mean you're a good coder?
It doesn't. It just means you're popular in an Instagram-like app.
So my actual recommendation is:
Don't obsess about this at all. Just study and write good code!
Because that's what you're here for, right?
