Drupal vs CSS

Question

I work mainly on the front end with HTML and JavaScript. My agency utilizes Drupal 7. The craziest thing that has happened is that a lot of our documents will randomly assign <strong> tags to them. I don’t have any source code to share but I’m not looking for a specific answer. I was just curious if anyone else has had any experience with Drupal good or bad and any tips or tricks
