Can i make operating system whit c# ?

C# relies on the .Net framework, an O/S needs to be able to work independently off any dependency, O/S should be self sufficient.

If it was possible, I would assume that there would be a need to have .Net preinstalled prior to the O/S. But how's that possible, I guess that would be another question.
