Yes there are IDEs available for Android also(like code playground) but to unleash full potential of any programming language then I would recommend a PC

The best way to use python on android is not Python3, I think the best is 【Termux】, It's sample and powerful. after installation, you need to use command "pkg install python" to install python3.8 , then await installed , use command "python" to run python.

Try Termux app and install python on it, than you can run scripts and learn about the android file system/structure, about linux etc
