Why is there no other languages here to make us easy to learn?

Because everything is based on English. You can always find guides in your language, no one forbids you.

Who declares that everything is based on English? Little bit disagree. But you are not wrong...

Every app has been upgraded especially about language...

There are a lot of things that will need translation works to realise a presence of a certain country language in the platform. The app itself, website, courses, etc. need to be translated. Actually it's not such an easy work, that is if we care about the translation quality : )

I'm guessing this was due to the limited resources and/or time SoloLearn team has to deal with this subject.

I once saw a recommendation to send an e-mail to SoloLearn, if someone wants to help with translation works.

I think it may help somehow if SololLearn can empower the community about language translation. Perhaps the concept like quiz reviewer can be put to work for language translation issue.
